Terrorists will attempt to hold the facility from the authorities by any means necessary, taking out either the weapons cache or construction site in the process to destroy evidence, if they can't eliminate the authorities first. The Counter-Terrorists will try to gain control of the facility by eliminating all the militia members, and/or defusing the bomb to maintain the evidence.
